Lmtd basic converter charge on my bill

Ever since I’ve notice this charge on my bill, I have had to call in every time to get it removed. I returned this flex box to a Comcast store and they took it off my account. It was fine until a few months later the charges started to reoccur. Every time I chat with someone they’ll remove it but that won’t solve  it reoccurring on my bill.
