It won't let me pay my bill online

I try to try to pay my bill online it won't load for you just keeps on telling me to reload the page but it never loads I have no internet they don't send me a bill so I can't send in the money order and no matter how many times I clear the app of catches or reinstall it I even tried to go on the site itself and it just does the same thing over and over
