False information about charges

I was promised a promotional rate which was supposed to reduce my internet, tv, and phone charges by $60.  My rates have gone up and I am paying more than was before the change in service.  I have spoken with 9 different service representatives and have been told something different by each one.  Each time I have been told that what is happened is unacceptable, but my rates keep on going up.
