Change my Internet without informing me from 9.99$ to 38$ it is scam even I am eligible and never requested me for documents

Hello, 
I have problem with your billing charges my package was student package but you have charged me 77$ it is not fair I have requested you several time that I am eligible if you need any document let me know so with out informing me why you have changed my package?
