Billing for service call

I have fiber service from Comcast and was having multiple outages so they dispatched a Tech who re-ran COMCAST fiber from the NID into my home.  This was COMCAST fiber cable that COMCAST installed when I started my service.  Now I have a $100 charge that everyone tells me cannot be removed because it is inside wiring.  No one in the call center seems to understand that this is not homeowner wiring that would justify "inside wiring" charge for the site visit.  I am fed up and ready to move to AT&T when I can get them to come out.  I even had them state in is Comcast policy to bill $100 for service calls.  On the Comcast website it clearly states they do not charge for service calls when fixing or replacing Comcast owned equipment.
