Billing dispute

Hello. I have Ben charged $100 for a technician visit to my home when the problem was not of my making. I had requested, weeks in advance, a change of service from one apartment to another in the same building and was told it was all set up. It wasn’t. Thus the visit. Also, my affordable connectivity discount has disappeared. Thank you for any help.
