Billed before activation/moving in

I just got my bill starting on Sep 1st. However, that was when my kit was shipped. I haven't even received the kit, let alone activation. I also won't move in until a few days later. How is that possible that I will be charged for the service I haven't used?

For example, the bill you received dated September 1 is for service from September 1 through your next cycle date in October. This is standard practice for most subscription-based services, and it ensures your account stays current while your service is active.

That's not what I am talking about. I haven't activated my service, and the bill explicitly says it's the bill for the Sep 1st to 30th cycle, and the payment will be deducted on Sep 19th. It also says my promotional period will end on August 31st, 2026. Clearly the billing has begun on Sep 1st, although I haven't activated or received the kit.
