comcast/xfin have "too big to fail" mentality. Filters should work on all emails, including in SPAM folder. Sometimes legitimate emails are sent to SPAM, so you have to evaluate that folder. But if you identified a specific sender for example, filter

Hi I keep getting spam emails from outlook.com and hotmail.com addresses. I went to Email settings >Mail Filter Rules >Add New rule. Without the quotes, I have "@outlook.com" in the Rule name field, and in the Sender from Contains under conditions, I have "@outlook.com". I have selected Reject With
