APPS are not working on my TV --

I have tried to use a few apps on my TV and nothing happens, once I got and error - APPS 04033. I tried the Weather app and the iHeart Radio app, nothing happened. I have tried using the Voice command and nothing happens, but the blue light comes on when I press the Voice button on my remote.
