I keep getting error messages. I've tried calling and chatting, and they tell me the ONLY way is the Xfinity EDD step 3 button. Is my only answer to switch providers? The EBB discount is good at all my other options,  but I'd hate to have to switch.

@user_523643 I had exact same issue.  Applied 4 times at EBB/Xfinity-two times application submitted by Xfinity reps.  Emailed received not qualified.  But I know I do.  Looks like the problem is Xfinity.  Xfinity Managem

I had same problem. Approved at national verifier and follow the step 3 apply at EBB/Xfinity.  Email received saying to apply national verifier before apply Xfinity.  What is the problem here.  We are approved doesn't make sense.
