There is a solution but you still need to call Comcast for support. I have been through this today...all day. My call was escalated twice because nobody could figure it out. BUT someone finally did. It may need to be escalated but the issue was this:
There were 141 messages still attached to my new number from the previous owner of the number. The voicemails were not cleared before the number was put back into rotation for a new customer. Once they cleared those voicemails, the maddening "bup-bup-bup-bup" went away and the phone's display didn't show "New Message" anymore. Everything works beautifully now.
