You are talking about fairness and consideration, things that in the old days of brick and mortar customer service were offered from human business people. Computers cannot judge and show mercy that way. Your data meter indicates your data usage, period. So you are paying not only for what good comes to you, but also any misfortunes (like you pay to fix your own flat tire). You are simply paying for what the data meter records, good and bad. In other words, you don't get a rebate on gasoline for a trip in which you didn't make your destination, because of a flat tire.
