Since I have no idea which cable box you're using, I can't tell you, but Google is your friend.
Also, commonly one of the color buttons will change that.

Your Roamio and CableCard are probably not paired properly to the Comcast system. Call them up, or 'chat', and they should be able to get it cleared up.

Also, it could be a provisioning issue. The best way to handle that is with one of the Cable Card Activation Phone Techs.

If you switch those tuners so that the 'working' one is now on the 'non-working' channel and vica-versa, does the problem follow the tuner, or the channel?
Another test would be to tune both tuners to the non-working channel and compare. You might need to tune to the channel and reboot to get both tuners on the same channel.
Also, have you posted over at the TiVo Community Forums? There's LOTS of help for TiVo available over there.

Do you still have the TiVo, or not?
TiVo's have a built-in Signal Strength meter, so they're pretty easy to self diagnose.

Let it cool down for an hour or so, give it another try and report back.
Does it have plenty of room and air flow so it doesn't overheat?
Some of the Comcast boxes output a Black Screen until they're properly activated.

Whenever I've had pairing issues, I try to get the Rep to completely remove the card from the account and then re-add it back. If possible, get them to verify it's not paired with another device still, too.
Also, it's often useful to hang up and call back if you're not making progress.
Additionally, get them to transfer you to the dedicated CableCard Activation division. Likely during 'work hours'.

Can you log in to that Netflix account on your PC?
See if there's a 'default' language selection that can be changed. If it's already set to English, maybe (temporarily) change it to another language and then change it back.

You need to turn off Second Audio Program (SAP).
I think one of the colored remote buttons does it, but I'm not sure which one.
You should also be able to do it from the menu.

That's totally weird.
There's been some threads about individual tuners on Bolts not operating properly. Which could explain that.
What are the signal levels for the tuners in System Info?
