This is a non-answer. The FCC has explicitly told telcos to develop technology to block spoofed calls. My online research found a March 2019 tech article saying Comcast and AT&T were working on such a system and Comcast would have it before the end of the year. I think the technology probably exists, but Comcast and possibly others haven't adopted it because they can't be bothered.
Along with non-answers we're getting non-service.
