This is mostly a customer-to-customer help forum. So you can complain here, but most of the time Comcast employees won't read what you say.
I'm in a market where the usage cap is not enforced. Normally my husband and I run about 50 GB a month. We don't watch streaming movies. But our son was home from college (where he has unlimited and extremely fast internet) for a third of December and half of January. In December, we used 141 GB. In January, we have used 128 GB so far.
250 GB really isn't a realistic limit in these days of streaming content.
Comcast does seem to be exploring some higher caps. See this December 5, 2014 article about the various trials:
