I had the same problem. What finally seems to have worked for me is running Norton Remove and Reinstall tool multiple times after restarting. Run the tool, restart. Run the tool, restart. Run the tool, restart. Was typically taking three times for me. And make sure you are logged in as an administrator when you run the tool. I had three computers with Comcast Norton and it happened on all of them. I tried deleting the Norton folders I found and cleaning out the task scheduler and deleting startup tasks. The Norton Downloader was as bad as a virus. I couldn't get rid of it. Re-running the tool finally did it for me.
