slow internet speed with netgear cm1000V2

i'm paying for gigabit speed but getting 100mpbs download out of 1000mbps.

already have a technician over and fix already, but still same speed.

updated on 9-21-20: have a senior technician over and fix the wires and everything, also speed tests, still  having the same results.
