"User Locked" from Router Settings

I entered the wrong username and password a couple of times, now I know it's admin and password for the initial login, but I still can't log into it. It says "User Locked" and I tried logging in on a different laptop but I can't. I tried looking into it and all I got was to factory reset either the laptop or the router. Can anyone help?
