port forwarding not working

I'm unable to set up port forwarding to a device. When setting up the rule, the form only lets me pick from a list of device names (not IP destination), I pick the device and create the rule but then I see the rule is created with a different IP address than the device actually has. When I check the device details, it has the correct IP for the device. Why is the port forwarding setup getting a different device IP?
