cannot adjust certain wifi settings (i want to open my network)

attempting to open my network up, spent quite a while trying to figure this out in my settings, eventually gave up and found that many people are having these issues,  when i attempt to open my network, i save setting and i get a loading bar which never finishes and never updates my settings . please help
