What to do when the whole street is messed up?

We have a problem with noise on the internet cable in the street. The XFinity techs keep coming out and fitting filters, that messes up a neighbor connection, tech comes out and move the filter which messes up another neighbor etc. 4 times in past 2 months. How do you get XFinity to fix such an issue?? Help.
