Very low speed at peak hours

Hi, I have been facing internet speed issue during day time for last two months. My current plan is 100Mbps but I am getting as low as 0.21Mbps some time. It goes upto 70Mbps some times. I am using my own Netgear modem CG30000Dv2. I have informed Xfinity techinical team about this and their responsive was strange. They say it is because of the modem. I have to rent or buy an Xfinity modem. What I feel is, how I am getting high speed at non-peak hours (mostly evening or night and in weekends) if the issue is with my modem.

Can somebody help me on this issue ?

Is this with a WiFi connection ? If so, for a test, does a computer hardwired directly to the Netgear gateway device with an ethernet cable have the same problem ?
