Upload Speeds At Unusable Rates
So I'm a at my wits end with this. I am on the Gigabit plan. For the past few weeks our upload speeds have been shockingly low to the point that pushing data out has been nigh impossible. I'm talking consistent rates of 0.11 - 0.3Mbps. I have a roommate who is a professional artist that can't send work to clients and I cannot push work that I'm doing to the office. Beyond that, sending simple pictures via IM doesn't even work. We've been able to get by with tethering cellular data but that's a temporary solution.
Download speeds continue to be great, 200-300Mbps wireless and 900Mbps wired. The upload speed is bad via both wired/wireless. I've been through several reboots and factory resets of my xFi Gateway. We have the ARRIS TG3482G. Have placed a call with support and after they tried some things they sent out a technician. The technician found that there was some cabling that was old and he replaced it but this had zero effect on the upload speeds. There haven't been any known outages in my area.
Signals are below. I'm not sure how to proceed at this point.

Just realized I forgot to include Event Logs so I am bumping this thread with that. Anyone have any ideas?

Things are getting worse and worse. Upload speed is now around 60kbps....
I have another call scheduled this afternoon with support. I am not hopeful that much will be done. Can anyone here provide some guidance? Is there something specific I need to ask for?
I notice that the drop outside doesn't have an amplifier (at least not that I can tell) do I need to ask for one to be installed?
EDIT: Based on a suggestion from someone on r/Comcast_Xfinity I took the modem outside and plugged the coax line from the post directly into it. Speed test came back 46Mbps up...so that determined that the issue is from the drop going into the house. I just hope that a technician can do a replacement for this.
