Started Unicast Maintenance Ranging - No Response received - T3 time-out;

hello, I have been having issues with intermittent connectivity for about 3 years now. over the past couple years ive scheduled appointments and ive even requested the line running to my appartment be changed.  everytime they come out here, everything checks out fine. and when they came out to replace the line, all the guy did was move the line to a different tap.  what can i do to get this long standing problem resolved? im to the point where i just want to move on to another service provider. its very frustrating.
