Speed always drops to 2Mbps (from 100Mbps) within 15min after modem restart
I'm not sure when this started, but it feels like it's been ongoing for quite a while.
As the title states, I can correct the issue by restarting the modem, but after ~15min the speed insantly drops down to 2Mbps. For those 15min I get a near perfect 100 Mbps. Tested speed using both Comcast's speed test and other third party ones (Speedof.me, Testmy.net...).
Modem: Netgear CM400
Speedtier: "Internet Plan: HSD Performance 2 - Modular
Download Speed: 100Mbps
Upload Speed: 5Mbps"
Not a router issue, it occurs even when computer is plugged directly into the modem and no other devices or programs using the internet. There is only 1 active coax connection in the apartment to connect the modem to.
Screensots of downstream and upstream:

Any suggestions on what could be causing this?

I have this same problem. Using a CM500 with same 100mbps deal. On Xfinity speedtest, can range from over 100mbps to 15mbps and get terrible lag spikes while gaming that can last up to 10 seconds. Not tech savy, but eliminated the router and internet traffic as culprits. Even though modem is an economy model, the way it reaches top speeds for length time often makes me believe it is not the issue.
Funny thing is, just 3 months ago I finally returned my old rental that was probably 4 or more years outdated but working fine. Immediately with my own equipment, issues started happening with lag spikes. Almost like Xfinity is throttling me, or I guess my modem isn't quality enough? Guess either pay rental fee or risk buying more expensive modem.
