Packet loss on first jump; fixed by modem/router reset but returns often

For the past few months, I've had occasional issues with intermittent major packet loss (random, but usually 3 times a minute or so) on the first jump after arriving at the router. The issue can generally be resolved with a simple router/modem reset, but returns after a while (recently, the problem resurfaces more than once a day). Given that a reset seems to fix the problem, It seems that the problem must either be some kind of communication issues between the modem and router or with the router's ability to send/recieve information, not an ongoing issue with the cable connection beyond my home. For reference, my Router is a Netgear R7450 (Purchased in the last 6 months) and my modem is an Arris SB6183. Any thoughts on settings that might be causing this issue, or is this just a case of needing to get a different modem?

For a test, does a computer hardwired directly to the SB6183 cable modem have the same problem ?

Well that points to a problem with the router and / or WiFi. Is this indeed with a WiFi connection ? If so, for another test, does a computer hardwired directly to the router device with an ethernet cable have the same problem ?

The issue arises whether connected via wifi or directly wired into the router. The connection to the router itself is showing no packet loss (the local router address), so it wouldn't be wifi related anyways. So it seems the issue is arising between there and the next jump.

But you stated that the problem does not happen when directly connected to the SB6183. That leaves only the router / LAN side of the 6183 modem.
