Not getting advertised speed...by a long shot

Signed new contract with Comcast which promised 500Mbps.  The fastest I have seen since starting new service is 250 and that is rare...most of the time it maxes out at around 95Mbps.  I have reset modem and router, rebooted everything but still no change.  Where should I go next?  Thanks for any help>
