New modem stuck at 33mbps download

I've activated a new netgear cm1100 modem, and whenever I speedtest it's stuck at 33mbps download. My old modem would get 250mbps, and i decided to get this new one because i upgraded to the gigabit plan and the old one didn't support past 250mbps download. I've waited for it update like the customer service rep said, but it's still the same. I've looked around and it seems some other people are having the same problem, and its something to do with the cable and the frequencies. I'm not sure if mine are fine so I'll copy and paste it below. Anyone know what I should do?

A few of the channels are low / out of spec. And some of the adjacent one's are not locking in. This typically indicates that there is noise increasing into the lines somewhere at those frequencies. Please also post the upstream power level numbers and the error log entries.
