Ipv6 routing issue

Hi I have a problem i’m trying to use a streaming program on my pc only getting 1mbps to Los Angeles there is a routing issue with ipv6 from headend facility is there a way that you can report this to the plant issue in my area because when disabling in router when I use ipv4 I get like 345 mbps stream quality it says it’s an Comcast ibone route servers I tested at my aunts house using PingPlotter same problem same issue that’s why iknow it’s a plant issue
