Internet constant disconnects

I am having random latency issues and disconnects. I constantly have reset the modem and confirmed the connections in my apartment. I do notice where the cable goes into the appartment the wire is old cracked. How would i go about setting up an appointment to have  a tech guy come out and replace the wires outside of the apartment?
