I cannot disable MoCA network and it’s starting to tick me off

I’m home for the holidays and I helped set up my parents new modem. We have the docsis 3.1 modem from Xfinity. My mom also wanted a cable box with more function so we added that to her room. All was fine until the modem enabled MoCA on its own. It will not stay disabled. Ever since then my mom cannot get her cable box to unfreeze. I am pretty sure the MoCA is interfering with cable box.

What can I do? I already hard resetted, factory setted and swapped out for a new modem. I am starting to get real ticked off because I wasted like 3 days of trying to research and figure this out. And now my parents cannot watch tv in their room. Does a POE filter block out MoCA signals? Can I just attached one right before it gets the cable box?
