Horrible Packet Loss

so everyone i talk to said i should contact my ISP to fix the issue, can somone tell me who i need to talk to about packet loss to a server? way to many hops and packet loss in between, i pay for the server and its unplayable i have a trace route to show where the issues are can somone from comcast please help, i messaged on facebook messanger and they have no idea what to do. i have underlinded and made bold the packet loss percentage andf the last IP in the hop list is the  server ip i need a better connection too
