Hacking into wifi

How are my neighbors able to be connected to all my devices and I cannot connect to my own wifi they got all my info from a previous LG phone with metro PCs and was synced I have called comacst and reset the network yet they have access to all my Google account and WiFi and password somehow I believe I was set up when she said I could use her wifi once so I did until I could get my own so I believe all my devices are still synced with their Chromebook as well as there wifi

That's usually a problem if you give out your default WiFi configuration. That means they have your passwords every time you reset to the factory defaults.
Other than that. There are configurations to consider.
Device discovery and access list. I don't think you can now ever disable your network discovery. That goes against gateway policy. You have to get a new router.
And there are guest networks to consider. Maybe check to make sure your guest networks are disabled until you are comfortable with configuring your own connection rules yourself.

There are 2 problems that are persistently present with your question.

Your neighbors could be just messing with you.

Your default router settings are always

Admin

Password

So everyone with network access can change your connection rules(screenshot 5)

Anyone who you give your WiFi passwords to has that access to your networks.

Change your wifi passwords and broadcast name(screenshot 6).
