Daily internet outages in my entire neighborhood - how to troubleshoot this?

For about the past 6 weeks or so,  maybe more, I've noticed that my internet connection drops out completely for maybe 20 seconds, then comes back.  This never used to happen for the several years I have used Comcast here.  I posted about this on my neighborhood Facebook page (closed group) and in less than an hour already have over 30 replies of people saying they have the exact thing.  How do I go about troubleshooting this?  Because it's intermittent it likely won't show up as an outage.  I also would rather avoid the scripted call center reply telling me to make sure my cables are connected tightly - it's an area issue outside of my house.  Also, this didn't begin with the start of COVID-19.  We were already many weeks into the stay-at-home orders before this started. Any ideas?
