Consistent Internet not available

I have problems accessing the Internet.  Several times in an hour, I lose service and then it comes back, sometimes after 60 seconds, some times after 3-4 minutes.  I have tried to do system restart, modem restart etc, but to no avail.  This has been happening for several months now and has continued throughout March 2020 till date.

Is this with a WiFi connection ? If so, for a test, does a computer hardwired directly to the router / gateway device with an ethernet cable have the same problem ?
