Comcast is blocking websites

Starting last week, Comcast has blocked access to two websits and to my Microsoft OneDrive sign-in capability. Each of those had a heavy download then went "not reachable." All computers in the house have the same issue and all computers can reach those sites when I VPN through Comcast. I chatted with customer support, but it was useless. Any ideas on how to get it resolved?

Comcast, and the govt through them, can control access to internet sites by assigning limitations to DNS Servers.

go to YouTube and research changing your dns settings.  If you do this, comcast can not block your sites.

I already use external DNS sites (Quad9, 9.9.9.9) as my DNS source. Also I have tried entering the actual IP addresses into the browser - same result. It is not DNS. Comcast ispreventing my modem MAC from conneting to the IP addresses..
