Cable Modem keeps rebooting

My Cable Modem keeps rebooting and is unable to establish connection...any help?

When there is a connection, what do the modem's signal stats look like ? Try getting them here http://192.168.100.1 or here http://10.0.0.1

Please post the *Downstream Power Level*, the *Upstream Power Level*, and the *SNR* (Signal to Noise Ratio) numbers.

What is the exact make and model number of the modem ?

Arris SB8200

 

the modem gets to the 4th green light blinking and then reboots/starts over with 1 green light

i went out and bought a brand new cable modem same make and model Arris SB8200 and it does the same thing.
