Bandwidth

I have a 500 MB plan and am only getting 95-98 MB download speed. The wireless signal is strong. 

 

But, the big issue is bandwidth. Programs, videos, music, everything slows down and can stop, waiting for the buffer to empty.  get messages saying my bandwidth is low.

 

I have rebooted everything a number of times to no avail. 

 

Please help!!!

For a test, does a computer hardwired directly to the router / gateway device with an ethernet cable have the same problem ?
