25% of service🙄

Routinely I am only getting, at best, 25% of my 600 speed. Yes, I know it is device dependent and yes I weekly go through the “suggested” troubleshooting, and yes I realize there are more homes using more data via streaming during this time.
Why can’t Xfinity/Comcast improve their data transfer to coincide with usage? Why are they never proactive?🙄
