Pausing mobile phones on my wifi does not work

When I pause all devices on my teen’s profile, it pauses everything except the mobile phone. What am I doing wrong?

Does it pause the phone initially but then it comes back on? Or it won’t pause at all? I’ve had the first scenario happen because the teen was sneaking in and unpausing it, or another rule was overriding it. But not the second one.
