Data is being pulled from devices even when they are off

After going over data allotment last month, i am watching it and with only 2 in the house and no gaming we shouldn’t go over when we are both working and out of the house for hours. The data is pulling very high when the unit is off, any suggestions besides pausing all units every day? Help?
