Emergency Broadcast every time I view a local channel

So they have this flood warning in effect for my area. Not really a problem, but every single time we try to watch a local station on the beta app it blurts the screen 2-10 times and then goes about its normal business. First world problems for sure, but with a global health emergency it scares us every time. How do we fix it?
