Apple Watch Series 5 - Unable to Activate

I am having troulbe activiting my BYOD AW5 watch to cellular.  Getting the "Sorry, looks like we are having technical difficulties" error. 

 

Any suggestions would be appreciated.

 

Update:

On a chat with tech support.  Went through the their entire spiel.  They even contacted "advance services".  Still not luck getting it activated.
