Apple Watch - Ineligible

Bought a new Apple Watch SE. I have spent hours on the phone and at an Xfinity store trying to get it activated. No one seems to be able to explain to me why it reports my account is ineligible to activate a watch. Very frustrated and considering leaving Xfinity. This should not be this complicated!
