Some channels streaming garbage on one of my PCs

Yesterday, my old Win7 Core i5 PC starting displaying garbage on several channels (Starz, HBO, ShoTime).  My other Win10 i7 PC works fine.  My TV and Cable box works fine.  The old i5 PC has worked fine for years... this started yesterday.  I restored to a point 4 days ago and no help.  I reinstalled Chrome and no help.  I rebooted my modem & network. No help.

Help??
