Monitor goes black when streaming recorded shows

Hello, when streaming On-Demand or DVR Recorded video on computer, the monitor goes blank/black for about 4 or 5 seconds, comes back for a few seconds, black again, etc - all the while the audio is fine.  This does not happen when watching live TV, just recorded shows or On-Demand.

 

My system meets all minimum system requirement:

- Dell Laptop with Intel i7-7600U 2.8Ghz 2 cores, 16Gb memory

- Intel graphics w/ latest driver and 128Mb memory

- Latest Firefox and Chrome with latest Flash installed

 

I have 2 monitors connected and it occurs on either monitor and only on the monitor being used for the streaming display (while the other display is fine).  If I move the window thta is streaming from one monitor to the other (during the time it is visible), the monitor I move it to then goes black/comes-back/black/etc.)

 

I have tried with both Firefox and Chrome, same issue (though it seems a little worse with Chrome). 

Again, this does not happen with streaming live TV local broadcast (have a baseball game playing on a HD channel streaming right now).  But if I try to stream a show I have recorded, an On-Demand show, or a show on a channel where viewing live stream is considered On Demand like HBO, AMC, etc.) it happens. 

 

I have searched through the community for a resolution and I haven't found one.  Please provide a solution or reasonable ideas to try.

when having the problem playback the same recording on a smart device (phone/tablet) or another different PC. still see those issues?

It works fine on my fairly old LG tablet running android.  I'll try another computer later tonight.

Tried 2 other systems I have available:

- a slightly older Dell laptop (E7440) of similar configuration as this one - same problem

- a pretty high end desktop system I use for video editing (i5-660/3.3Ghz/4-core w/ 32G and GeForce GTX 1070) - works fine

So there is clearly an issue on my available Dell systems.  That said, they are well above minimum requirements and I shouldn't have to use a higher end system to stream On-Demand shows.

the chrome browser has fully integrated flash to access the stream tv website. you might try reinstalling chrome.

Had the latest version of Chrome but reinstalled anyway - same result.

Made sure I have the latest version of flash too.  Still does it in Chrome and Firefox.

 

An interesting thing (noted in my original post) is that while it does this for almost all shows from all channels, it seems to work ok for a local live broadcast.  The other day I was able to have the SF Giants game amd right now I can watch ABC World News.  But almost all other channels (fox, CNBC, HBO, etc) do the black screen, on for a second, then black again.

not what I was expecting. Enterprise editions are update (as will) only by your IT department. there is no way to update manually. it is likely that this will continue to be a problem/issue. with enterprise the use of features/programs, streams, etc can be tightly controlled by the IT department and indeed anything installed can be removed instantly or at next boot. using chrome you will have access to its built-in flash, although the browser/components can be modified by the enterprise IT update server at any time.
