I can't change user status. Only one user - manager

I filled out all the proper paperwork and jumped through all the hoops to take over my mom's account after her death earlier this year. Instead of changing it over to me, they made me a MANAGER and left her on the account as the PRIMARY. I can't make changes to this ridiculously expensive account
