Can't access my account to pay bill. Can you send paper bill?

I get a error, when trying to log in to account or I get " You are logged in but unable to access account details, try later. Also I don't know what the charges are and would like to see the detail before I pay. I've only had service for one month and receivng bill for $134.19. This is way over what I signed up for.
