no dial tone

installed a new netgear c7100v moden and have been on chat for over an hour and on phone for over 30 minutes trying to get this resolved. 5 modem reboots and still no dial tone. Tel light on modem is not lit. appeares line is not registered. workrd fine with xfinity modem.
