Outbound signal issues last 3 days

For the last several days, I have had issues intermittently. Phone service works, I can't hear callers, but callers can't hear me clearly. It's garbled or moments of silence.. Cable TV box shows picture and sound, but interface sluggish or freezes. Occasionally shows error code rdk-03033.
My dad has separate service on a separate floor, separate account entirely, and he is having the same problems. We've called comcast several times, still no fix. Outage map in app shows no outages at my address, but some in zip code. Not sure if it's something in the area, or the line coming from the pole. But it's getting really annoying.
